Thiruvananthapuram: The government has prepared a special draft law to radically reform school teaching posts and the entire bureaucratic structure of the education department. The reform, based on the Khader committee report, does away with the ‘high school’ section. High school and higher secondary will be merged into ‘Secondary school’ which will include classes from 8-12. The reform also recommends the appointment of Panchayat education officers for academic supervision of primary schools (up to class 7).

The implementation of this reform means that teachers will no longer be appointed solely to high schools and that there will be no junior-senior posts in higher secondary appointments. Those appointed in the merged secondary section will need to handle classes 8-12. Post Graduation and professional qualifications are made mandatory for recruitment.

For recruitment to classes below the secondary level, a degree and professional qualification is required. Teacher-recruitment from classes 5-7 will be on subject-basis. There will be five categories of teachers namely pre-primary, primary, secondary, work education and specialist teachers. The recruitment reforms are to be fully implemented from June 1, 2030, so as not to affect present teachers.

The teachers and officers of the DPI Higher Secondary, VHSE departments will be divided into two categories namely Kerala General Education subordinate service and Kerala general education state service. KER (Kerala Education Rules) will be amended to implement this change in the aided sector.
